The extensive area now known as Woodhill Forest is an important part of the cultural landscape of Ngāti Whātua o Kaipara. Many ancestral names (like Te Keti, Kuwakatai, Waionui, Korekore and Ōkiritoto) were used for different areas and features, but the land became generally known as Woodhill when it passed into Crown ownership to be developed as forest.

For many decades prior to 2013, as Crown land, there was a public access right. With the purchase of the whenua within Woodhill Forest by Ngāti Whātua o Kaipara as part of our settlement of Treaty of Waitangi breaches, it is now in private ownership. The name of our 'post-settlement' governance and management entity with responsibility for our interests in Woodhill Forest is Ngā Maunga Whakahii o Kaipara. Hancock Forest Management NZ has responsibility for the tree crop within Woodhill, which is not owned by Ngā Maunga Whakahii.

We want to encourage the public to visit the forest and enjoy the many recreational activities that have been available now for some years – horse-riding, mountain biking, tree climbing, paintball, 4 wheel driving, off-road motorcycling. However Ngā Maunga Whakahii is now responsible for various costs associated with managing the forest – roads, fences, signage, security etc – as well as carrying health and safety obligations and risks. All of these are influenced by both the heavy authorised public use, as well as unpermitted activity – sometimes unfortunately linked to illegal activities.

To allow for safe enjoyment of the forest by the many commercial and recreational users, we must actively manage and coordinate access – plus repairs and maintenance of common infrastructure, and pay towards security costs. Users are expected to contribute to these expenses and hence we need to levy a small fee. Recreational visitors to the tourism ventures in the forest will see this noted specifically as part of your entry and use charges.
